STRAP Juvenile Justice Initiative provides structured, court-directed programming designed to address youth risk factors, accountability, and long-term stability. Programs are aligned with diversion, probation, and alternative placement objectives while maintaining flexibility for individualized court orders.

Program Structure

STRAP utilizes a three-track pathway allowing courts to assign programming based on assessed need:
  • • Track A – Core Stabilization & Prevention
  • • Track B – Trafficking-Specific Recovery & Reintegration
  • • Track C – Youth Domestic Violence, Substance Use & Behavioral Harm

* Youth may be assigned to one track or a combination of tracks based on court direction.

Compliance & Reporting

  • STRAP staff are mandated reporters under Texas law
  • Reporting provided upon court or probation request
  • Programs are educational and accountability-based
  • STRAP does not provide clinical therapy or legal services


STRAP Court Commitments:

Integrity – Trauma-informed, ethically governed instruction with zero tolerance for exploitation or abuse.
Compliance – Alignment with court orders, probation requirements, and referral conditions.
Accountability – Controlled enrollment, attendance monitoring, and documented participation.
Transparency – Clear communication with referring entities and available progress reporting.
Boundaries & Safety – Role-based access, supervised instruction, and structured participation.

Who STRAP Serves

STRAP is appropriate for youth who present with one or more of the following:

• Truancy or chronic school disengagement
• Runaway behavior or unstable housing
• Online exploitation or grooming exposure
• Peer-facilitated exploitation indicators
• Trauma-related behavioral concerns
• Court-involved or probation-supervised youth

Placement & Duration
• Courses are delivered in 3–5 week modules
• Programs may be ordered individually or in sequence
• Delivery options include in-person, hybrid, or virtual

Accountability &Oversight

STRAP is specifically designed with a comprehensive set of built-in accountability measures that are intended to ensure that youth participation in the program is not only structured and organized but also carefully monitored. This approach guarantees that the activities undertaken by the youth align consistently with the expectations set forth by the court and probation authorities. The incorporation of diligent oversight mechanisms serves a dual purpose: it prioritizes the safety and well-being of the youth involved while simultaneously providing the courts with a robust level of confidence in the integrity and effectiveness of the program being implemented.

STRAP maintains accountability through

Youth may only enter STRAP through approved referral and intake, preventing unauthorized or inappropriate participation.

Role-Based Access to Content

Content access is restricted by assigned role and placement track, ensuring youth engage only with material appropriate to their supervision level.

Attendance & Participation Tracking

Engagement is monitored through attendance records and participation markers to support accountability requirements.

Court-Available Reporting

Participation summaries and progress documentation can be made available to courts or probation upon request.
