STRAP programs are designed to address sexual exploitation and trafficking through a structured, court-informed continuum of prevention, intervention, recovery, and reintegration.

Programs are referral-based, trauma-informed, and assigned according to assessed risk, court order, and supervision goals. Content access is controlled and monitored to ensure appropriateness, accountability, and safety.

How STRAP Is Structured

STRAP programs are organized into two coordinated tracks to ensure youth receive the right level of intervention at the right time.
  • One track focuses on early intervention and prevention
  • The second addresses trafficking-specific recovery and reintegration

 Early Intervention & Prevention

Track 1: Core Stabilization & Prevention
(This is where truancy, runaway behavior, and early risk live)
Purpose
To address the behavioral, emotional, and environmental factors that increase vulnerability to sexual exploitation.

Appropriate for:
  • Court-involved youth
  • Youth with truancy or runaway history
  • Youth exhibiting early risk indicators
  • Prevention-focused placements

Focus Areas Include:
  • Safety and stabilization
  • Trauma awareness and emotional regulation
  • Truancy and runaway accountability
  • Digital safety and grooming prevention
  • Identity development and life skills

This specific track provides a crucial opportunity for courts and schools to intervene proactively before any potential exploitation has the chance to escalate and become more severe. At the same time, it ensures that there is adequate support and resources available for youth who have already been affected by such issues. This dual approach not only aims to prevent future incidents but also addresses the immediate needs of those who are currently experiencing the impacts of exploitation.

Trafficking-Specific Recovery & Reintegration

Track 2: Core Stabilization & Prevention
(This track is assigned when exploitation is identified or highly suspected)
Purpose
To support youth impacted by sexual exploitation through education, accountability, recovery, and long-term safety planning.
Key Features:
  • Trauma-informed and non-interrogative
  • No forced disclosure or self-identification
  • Addresses digital, peer-facilitated, and coercive exploitation
Trafficking Track Courses Include:
  • Understanding sexual exploitation and trafficking
  • Grooming, coercion, and trauma bonding
  • Digital exploitation and peer recruitment
  • Brain and body impacts of trauma
  • Exit planning and re-exploitation prevention Identity recovery and reintegration

Assessment & Placement Oversight
STRAP uses ongoing assessment to guide placement, pacing, and progression. Youth may be recommended for:
  • Continued STRAP programming
  • Extended treatment services
  • Supportive or long-term housing tracks
Recommendations are made collaboratively with courts, probation, and service partners.

Programs are assigned through:

  • Juvenile Courts
  • Probation Departments
  • Schools and Alternative Education Programs
  • Approved referrals through STRAP intake
STRAP does not allow open enrollment or self-placement.
