The STRAP Program (Safety Trauma, Accountability, Reintegration & Prevention) operates as a structured, referral-based youth intervention program designed to support accountability, safety, and prevention. Participation in STRAP is subject to the following disclosures and conditions.

Program Scope & Limitations

STRAP is an educational and behavioral intervention program. It is not a substitute for clinical treatment, counseling, therapy, or psychiatric services.

  • STRAP does not diagnose, treat, or provide medical or mental health services
  • STRAP does not replace court authority, probation supervision, or legal counsel
  • STRAP does not provide emergency or crisis response services

Youth requiring clinical or emergency intervention must be referred to appropriate licensed professionals or emergency services.

Accountability & Monitoring
STRAP maintains structured oversight to support accountability:
  • Attendance and participation may be monitored
  • Engagement and completion may be documented
  • Progress summaries may be shared with referring authorities when required
STRAP reserves the right to document non-participation or disengagement in accordance with referral agreements.

Confidentiality & Information Sharing
STRAP respects participant privacy while maintaining legal and safety obligations.
  • Information is shared on a need-to-know basis
  • Court-directed reporting supersedes confidentiality preferences
  • Confidentiality does not apply to mandated reporting situations
Participation should not be assumed to be confidential in matters involving safety or legal oversight.

Enrollment & Participation

Participation in STRAP occurs by referral and approval only.

  • STRAP does not offer open enrollment or public self-registration
  • Enrollment may be initiated by courts, probation departments, schools, parents/guardians, or approved community partners I
  • Intake review does not guarantee placement Program placement, track assignment, and duration are determined based on referral information, safety considerations, and program capacity.

Mandatory Reporting Notice
STRAP staff are mandated reporters under Texas law.
Information disclosed during participation may be reported when legally required to protect youth safety, including but not limited to:
  • Suspected abuse or neglect
  • Exploitation or trafficking concerns
  • Imminent risk of harm
This obligation applies across in-person, virtual, and hybrid program settings.

Non-Discrimination Statement

STRAP provides services without discrimination based on race, color, national origin, sex, gender identity, sexual orientation, religion, disability, or socioeconomic status. Program participation is based on referral eligibility and program capacity.

Technology & Virtual Participation

For virtual or hybrid programming:

  • Participants are responsible for appropriate technology access
  • STRAP is not responsible for disruptions caused by connectivity issues
  • Virtual participation remains subject to the same expectations as in-person sessions

Voluntary Participation (When Applicable)
Unless court-ordered, participation in STRAP is voluntary. Youth and guardians may discontinue participation; however, discontinuation may be reported to the referring entity when applicable.
