OVERVIEW 

STRAP — Safety Trauma, Accountability & Prevention is a structured, trauma-informed intervention program designed to support youth who have experienced, or are at elevated risk of, sexual exploitation and trafficking. STRAP works with court-involved and at-risk youth referred by juvenile courts, probation departments, schools, and guardians—particularly those exhibiting behaviors commonly associated with exploitation vulnerability, including truancy, runaway behavior, emotional dysregulation, and unsafe relationships. The program addresses both recovery and prevention, recognizing that exploitation rarely begins with trafficking itself, but through identifiable risk patterns that courts encounter first.

The URGENCY ((WHY NOW)

Courts and schools rarely encounter trafficking at its point of origin. Instead, they encounter truancy, runaway behavior, emotional dysregulation, unsafe relationships, and digital risk exposure—all of which are documented pathways to exploitation. When these indicators are addressed early, exploitation can be disrupted. When they are ignored or misinterpreted, harm escalates. STRAP exists to intervene before, during, and after exploitation, using structured education, accountability, and safety planning.

STRAP Intervention Points

STRAP intervenes at multiple stages of this pathway through prevention education, accountability, recovery services, and long-term stabilization. STRAP addresses sexual exploitation by intervening at the behavioral and emotional risk points courts encounter first.

PROGRAM STRUCTURE

Stabilization & Prevention

1st Track Coordinated 
Core Stabilization & Prevention Track
Addresses behaviors and conditions that increase vulnerability to exploitation, including:
  • Emotional regulation and accountability
  • Digital safety and boundary-setting
  • Truancy and runaway behavior
  • Identity development and life skills
This track is appropriate for court-involved and at-risk youth and may be ordered independently.

Trafficking-Specific 

2nd Track Coordinated 

Trafficking-Specific Recovery Track
Assigned to youth identified as trafficking-impacted or at high risk. This track includes structured courses addressing:
  • Understanding exploitation and coercion
  • Grooming, trauma bonding, and peer recruitment
  • Digital exploitation and accountability
  • Brain and body impacts of trauma
  • Exit planning, re-exploitation prevention
  • Identity recovery and reintegration
All courses are trauma-informed and do not require disclosure.
