Referral & Intake Process

STRAP placements begin with a referral and intake review to ensure each youth is matched with the appropriate level of support, structure, and accountability. This process helps protect youth safety, align services with identified needs, and maintain compliance with court, school, and community standards.

Referrals may be submitted by courts, probation departments, schools, parents or guardians, and approved community partners. All submissions are reviewed prior to enrollment, and placement is not guaranteed.

Note: STRAP does not offer open enrollment or self-registration.

Who Can Submit a Referral

Referrals may be submitted by:

  • Juvenile Courts & Probation Departments
  • School Districts & Alternative Education Programs
  • Parents or Legal Guardians
  • Approved Community Organizations

What Is a Referral?
A referral is a request for STRAP placement based on identified behavioral risk, safety concerns, or prevention needs.

Common referral reasons include:
  • Truancy or chronic absenteeism
  • Runaway behavior
  • Risk of exploitation or trafficking
  • Dating violence or interpersonal harm
  • Substance use or high-risk behavior
  • Court diversion or probation conditions

What Is Intake?
Intake is the information-gathering process that allows STRAP to determine:
  • Program eligibility
  • Appropriate track placement
  • Safety considerations
  • Required reporting or oversight

Note: Intake does not guarantee enrollment.

Referral & Intake Process

  • Step 1 — Submit Referral / Intake: Complete the referral form with basic youth and placement information.
  • Step 2 — Review & Assessment: STRAP reviews the request to determine program fit and appropriate track placement.
  • Step 3 — Approval & Enrollment: If approved, the youth is enrolled and assigned required courses and schedule.
  • Step 4 — Participation & Monitoring: Attendance, participation, and progress are monitored. Court reporting is available when applicable.

STRAP staff are mandated reporters and may be legally required to report certain information to protect youth safety, in accordance with Texas law.
